NOTE:

The Council of Clans (CoC) as described below is the old democratic and functional version of the council, and no longer exists.

The K122 Council of Clans (CoC) is the governing body of K122. The CoC is responsible for the drafting and approval of the Rules of Engagement (RoE), judging actions that fall outside of the RoE and advising the King as needed. The King is the Secretary of the ROE and the Chair of the council, but not a voting member.

MEMBERSHIP

Membership on the CoC requires that a clan be in the top 10 for might in Kingdom rankings.
Representation is limited to the single representative from a family of clans. (Note, a clan leader may appoint a clan member to represent the clan in the CoC for discussion or voting, but the clan is limited to a single vote).
Membership may only change on the voting day of CoT, with exception for extraordinary circumstances.
The addition of a new member requires a majority vote of the CoC.
The removal of a member of the CoC requires a unanimous vote of the council, excluding the member up for expulsion.
The number of voting members must be held at an odd number.

VOTING

The King, or any member of the council, may call for a proposition to be voted.
A proposition requires that the council have a 24-hour discussion period before the voting may begin. Only a majority of the council voting to proceed earlier can expedite the vote process.
Any proposition put to a vote must be voted on by the CoC in the current CoC Vote Chat.
Members have 24-hours to register their vote.
Members who fail to register a vote will be counted as an affirmative vote for the proposition.
Votes to abstain lower the majority threshold.
Tie votes lead to a failure of the proposition.
Propositions require a majority vote to pass, unless specified elsewhere.
