K122 Rules of Engagement (ROE)
NOTE:
- Most clans in K122 still follow the old democratic Rules of Engagement (ROE) as stated below, when not in contradiction with the version found in the K122 ROE RO channel.
PREAMBLE
- The K122 Rules of Engagement (ROE) are the result of the agreement by K122 Council of Clans (CoC). In the interest of stability, the CoC has made a commitment to hold these rules as listed for until December 31st, 2024.
- Only the unanimous consent by the CoC to address a material change will be accepted in this time frame. Technical changes for clarity or non-material adjustments are permitted.
- The King shall carry out enforcement of ROE and is the secretary of the ROE and the Chair of the CoC, but not a voting member.
- Adjustments, additions, and considerations of ROE are the province of the CoC (aka King's Council).
1 - ELIGIBILITY FOR PROTECTION
- 1.1 - All clans which state they follow K122 ROE in their clan description are protected by these ROE.
- 1.2 - Only players enrolled in ROE-abiding clans are eligible for ROE protections, and they shall be referred to as Citizens of the kingdom. All other players are unprotected, and they shall be referred to as Visitors of the kingdom.
- 1.3 - Clan leaders are required to appoint a ROE teacher/diplomat from their clan. These must be listed in the clan description.
- 1.4 - Clan leadership is encouraged to confirm to the King that they understand the current ROE. Failure to do so may result in loss of ROE protection.
2 - ROE (PEACE TIME)
- 2.1 - Clans and players shall not attack or scout each other unless agreed upon by both players. If a citizen is attacked or scouted by another citizen and a battle report is able to be provided to HC to prove where this attack or scout came from, then the citizen or clan may retaliate on the citizen or portal owner where the attack or scout came from (not both locations). One attack for one attack or one scout for scout. The proven retaliation will not have compensation consequences in the HC if the Judge agrees with the report provided.
- 2.2 - Common Resource sites (Villages, Quarries, etc.) and Rare Resource Sites (Dragon Mounds and Wellspring Ruins) OUTSIDE of clans territory belong to the first citizen that occupies them. The first to arrive is the rightful owner and if an attack occurs it is considered illegal. Unintentional/accidental collisions between two players setting off for the same mine at the same time are not considered to be deliberate attacks. All players are encouraged to only use T1/T2 Spearmen while gathering resources because compensation for an attack on such site will only be for those troops, regardless of what was killed.
- 2.3 - Gold mines are not considered common resource sites and they belong to the player who created them.
- 2.4 - All resource sites (DM, TAR, Villages, etc.) within clan territory belong to the clan and can be managed by the clan as they wish.
- 2.5 - Unwanted occupiers of a Resource site can be kicked out by the clan or their allies without any warning.
- 2.6 - If a clan is to small to kick the player from the clans resource site then the clan leader or superiors may contact the Royal Guard for the removal of the intruder.
- 2.7 - Crypts, Arenas, Monster Citadels and other Monsters are not considered resources and can be taken by anyone.
3 - ROE (WAR TIME)
- 3.1 - COT (Clash Of Thrones) is the only game event when the kingdom is at WAR, and the following rules apply.
- 3.2 - Players may only attack players according to the 50% Might rule. For instance, a player with 22 mil might may only attack another player of 11 mil might, or above.
- 3.3 - If a player under 50% of your Might attacks or scouts you, then you are allowed to attack or acout them in retaliation. An attack for an attack or a scout for a scout. A battle report must be provided if proof is requested.
- 3.4 - All players ranked in the Top 100 in MIGHT (not COT Top 100) may attack each other.
- 3.5 - Clan buildings and ALL resource sites are always off limits and are not to be attacked.
- 3.6 - Reinforcing defending an attack is allowed. Clan marching (attacking with reinforcements) is not allowed (unless previously agreed upon by both clans).
- 3.7 - Clans may choose to drop 50% rule for their players. In this case, the clans that chose to do so, may only attack each other outside of this rule. The list of clans that agreed to this will be added to the ROE chat room prior to COT.
- 3.8 - Cities that have the hero Ayrin shall not be attacked by anyone during CoT (unless agreed upon by the players).
- 3.9 - Players may not change from or to the hero Ayrin during CoT.
- 3.10 - Ayrin players are also not allowed to attack any City or Portal within K122 (unless agreed upon), they must instead get their CP by attacking players from other kingdoms.
- 3.11 - Portals belonging to players using the hero Ayrin around the edges of K122 may only be attacked with a battle report to prove hostility.
4 - PORTALS
- 4.1 - With the exception of COT, portals placed by citizens of K122 are not to be attacked - this includes portals placed in other kingdoms during KvK.
- 4.2 - During COT all Portals outside of clan territory are considered hostile and may be attacked, except for active Epic Monsters. If an attack comes from an Active Epic Monster Portal, then the portal is considered hostile and may be attacked if a valid attack report is provided and proves the attack came from the Epic Monster Portal.
- 4.3 - Portals of Citizens located within their own clan territory can never be considered hostile, and they may never be attacked.
- 4.4 - Portals for compensation must be used only during Peacetime, if they are used during war time it is at the risk of the portal owner.
- 4.5 - Citizens must be mindful about their open Portals during War time. We are aware of the needs and wants to support clan members with memorial Portals but during war time only clan territory Portals are protected. Clans are encouraged to unite with other clans by placing additional memorial Portals in support on their own clan's territory.
5 - HIGH COURT, JUDGES & OUTLAWS
- 5.1 - The HIGH Court (HC) is a last resort for players seeking compensation or justice from the judge who handles the case. Judges are experienced and impartial Citizens who understand ROE. They can only be appointed or dismissed by the King. Decisions they make are final, and may only be overruled by the King.
- 5.2 - On no account are Citizens to contact Judges, the King, or the Kings Hand or Queen privately in court matters, unless by invitation to do so.
- 5.3 - Only clan leaders and diplomats may address the court, and cases will only be heard in situations where a.) diplomatic efforts between players and/or clans have failed, and b.) both the defendant and the accused are K122 Citizens. Failure to comply with these criteria may result in the dismissal of the case and repeated infractions may result in a ban from HC.
- 5.4 - Outlaw status may be bestowed on players by the King, Judges, or a majority Council of Clans decision for a variety of reasons, including (but not limited to) refusal to pay compensation awarded by the HC, breaches of ROE, or other actions considered treasonous to the kingdom such as abuse of treasury privileges or titles.
- 5.5 - The clan of an offending player is in no way liable for a players actions, but is allowed to pay compensation on their behalf should they wish. Clans harboring outlawed players risk the same outlaw status should the King or a majority Council of Clans decision decide to impose it.
- 5.6 - Players (or clans) with Outlaw status lose any and all rights otherwise afforded to them by ROE, and may be attacked at any time. Additionally, the King may request that kingdom moderators mute outlaws in KC, and request owners of various other chat groups to do the same. Outlaw status can only be removed by order of the King, Judges, or by a majority Council of Clans decision.
6 - COMPENSATION TABLE
- 6.1 - The following compensation tables shall be used by the HC when deciding how much an offender owes their victim(s). All amounts state what the offender would have to send, not what the victim would have to receive. In other words, the receiver tolerates the caravan tax.
- 6.2 - For illegal city attacks, double the amount of stolen resources of Silver, Wood, Iron and Stone. The HC may decide at their discretion to lower the final amount of owed resources, if the amount of resources stolen is very high.
- 6.3 - 1 mil of Wood, Iron, and Stone per wall tier for repairing of City Walls.
- 6.4 - 10 mil Silver for the loss of a portal due to an illegal attack on the respective portal. This comes in addition to troop losses and replacement of stolen resources.
- 6.5 - For any troop and/or monster losses (excluding mercenaries), 1M Silver is to be paid based on the highest tier lost, eg T4 = 4M Silver, T4 and M3 = 7M Silver. HC judges may, at their own discretion, adjust compensation based on the magnitude of the attack.
- 6.6 - For attacks on DM and TAR, 2k Silver per each one resource stolen, Gold or Tar (for example 2 mil Silver for 1k stolen Gold), and troop losses based on section 6.5, Tier 1 or Tier 2 payment table.
- 6.7 - For attacks on Common Resource sites loss of the resource shall be compensated and see section 6.5, Tier 1 and Tier 2 payment table.
- 6.8 - Loss of mercenaries for illegal attacks, not including common and rare resource sites, will be compensated based on the table below (silver per mercenary troop or monster loss):

- 6.9 - For attacks on clan buildings, see section 7.
7 - Clan buildings
- 7.1 - All clan buildings are always protected from attacks. This includes clan buildings in clans containing outlawed players.
- 7.2 - Only the King may authorize attacks on certain clan buildings, under extreme circumstances.
- 7.3 - Attacks on clan capitals and forts, will be subject to the following penalties, payable to the attacked clan (a battle report must be provided, the offender pays the taxes):
- 7.4 - Forts
- Scouting - 1 mil Silver
- Attack without destroying-10 mil Silver
- Attack and destroy-10 mil each of Silver, iron, wood, and stone
- 7.5 - Capitals
- Scouting - 1 mil Silver
- Attack without destroying - 10 mil Silver
- Attack and destroy - 50 mil each of Silver, iron, wood, and stone
- 7.6 - Repeat offenses will be subject to outlawing.
8 - ROYAL GUARD & TAXES
- 8.1 - The Royal Guard is a group of higher level players who are appointed by the king. Their primary duty is to protect the integrity of the kingdom. They are allowed to act with a certain degree of autonomy (for example the closure of hostile portals in other kingdoms, tax collection, etc.) but at all times must follow ROE themselves when doing so, unless directly ordered otherwise by the king following a majority Council of Clans decision.
- 8.2 - Taxes are mandatory to be paid by all citizens of K122. Citizens are encouraged to pay taxes as often as possible, enabling the King to activate treasury buffs for the benefit of the entire kingdom and preventing other kingdoms from stealing the taxes for their own benefit.
- 8.3 - In the case of the Royal Guard collecting unpaid taxes within the kingdom, the following rules apply:
- City level x 1000 with a minimum of 20k ingots shown in city.
- Example city level 20 x 1000 = 20k, city level 32 x 1000 = 32k.
- 8.4 - All citizens are permitted to collect taxes on Visitors and Outlaws.
- 8.5 - Occassionally surplus taxes may be used to purchase rewards for K122 citizens who provide outstanding service to the kingdom - this may include event placement, or outstanding service in the Royal Guard or High Court, etc. In any and all such instances, the exact names of the player(s) who benefit and the size of the reward are made transparent to the kingdom, and such an action may only occur following a majority council of clans decision.
9 - ROYAL PROTECTION
- 9.1 - The King may assign Royal Protection to any player in the kingdom, regardless if they are in a ROE clan or not. This will prohibit any unwarranted attack on the player.
- 9.2 - Players below 500k Might are automatically under Royal Protection, regardless if they are in a ROE clan or not.
- 9.3 - A player under Royal protection may still be attacked under the following conditions.
- If they occupy a resource site on another clans territory (only the resource site may be attacked).
- If they have a hostile portal (only the hostile portal may be attacked).
- If they attack a clan building.
- Players under Royal Protection may attack each other during COT.
- 9.4 - Citizens are encouraged to help out players under Royal Protection to find a clan that follows ROE, and tolerate any attacks from them.
10 - MIGRATION
- 10.1 - Clans moving to K122 from another kingdom must follow the following process or risk outlaw status.
- 10.2 - Make contact with the King, Hand, or Queen before moving to K122 clearly stating their objectives and reason for the move.
- 10.3 - Wait 48 hours for a decision from the King following discussion at the Kings council and answer any question that the kingdom requires to make a decision.
- 10.4 - Only once formally approved by the King may they commence the process of moving ensuring they do not restrict or encroach on the clan area of any existing K122 clan.
